The Founding and Purpose of the National Library for Targeted Individuals

This thesis summarizes the founding purpose of the National Library for Targeted Individuals, an independent research and archival institution
created to document testimonies, scientific research, legal proceedings, and policy developments concerning allegations of covert
surveillance, nonconsensual experimentation, silent weapons, anomalous health incidents, and emerging intelligence technologies. The
author asserts that following military service beginning in 1994, he experienced alleged surveillance, experimentation, and intelligence
monitoring conducted without consent, judicial authorization, or due process protections. The author further asserts beliefs that he was used
as an intelligence observation subject involving cognitive perceptual experiences described as extrasensory perception (ESP). The author
disputes a schizophrenia diagnosis issued through the Department of Veterans Affairs and maintains his experiences are more consistent, in
his personal belief, with post-traumatic stress disorder (PTSD), disputed diagnosis, and alleged cognitive phenomena. The library was
created to preserve testimony, encourage interdisciplinary research, educate professionals and the public, and prevent misclassification of
individuals reporting technological or environmental experiences. The institution operates as an educational and research-based advocacy
archive serving scholars, attorneys, medical professionals, policymakers, and society. Constitutional protections supporting the preservation
of controversial research include freedom of speech, access to information, and due process rights under the First, Fourth, and Fifth
Amendments. Supporting Supreme Court precedent includes Stanley v. Georgia, 394 U.S. 557 (1969); Board of Education v. Pico, 457 U.S.
853 (1982); NAACP v. Button, 371 U.S. 415 (1963); and New York Times Co. v. United States,
